Clean Fuel Regulations Update: Approval Process for Verified Carbon Intensity Applications

The Environment and Climate Change Canada (ECCC) Low Carbon Fuels Division released an update on the approval process for Carbon Intensity (CI) applications and pathway reports under Canada’s Clean Fuel Regulations (CFR). This new guidance addresses key submission requirements and clarifies steps for the verified CI applications review process.

Key Updates:

  • Approval Process Overview: Verified CI applications must be accompanied by their respective verification reports upon submission in the Credit and Tracking System (CATS). Applicants may receive “Need More Information” (NMI) requests during review, and timely responses will help prevent approval delays.
  • Common CI Application Issues: ECCC published a guide on commonly identified issues in CI applications, accessible in the CFR Google Drive. Applicants are encouraged to review these insights to enhance application quality and efficiency.
  • CI Pathway Reports Requirement: Any final CI or calculated default CI approved post-July 1, 2024, requires an annual CI pathway report, with the initial report due by April 30, 2026, for the 2025 compliance period.
